Victorian reforms prevent landsharing

No allowance has been made for landsharing communities in proposed planning zone reforms announced by the Victorian Government.

The Victorian Government is reforming its planning zones "to ensure that they are still relevant and adequately reflect the aspirations of all Victorians".

Public comments are being received on its proposed planning zone reforms until September 21.

The zone reforms seek to simplify requirements, allow a broader range of activities to be considered and improve the range of zones to better manage growth, according to the Victorian Department of Planning and Community Development website.

However, they still do not allow for landsharing communities, either in rural areas or in most urban areas.

The only zones providing for multiple dwellings are in medium and high density residential areas where they form part of multi-storey flats.

New zonings are proposed for residential and rural areas, as well as for commercial and industrial zones.

"We need a responsive and contemporary planning system that is resilient to the constantly changing local and global economic conditions and is an incentive for those wanting to build or invest in Victoria," said planning minister Mr Matthew Guy.

"As well as being an economic driver, our planning system must play a twin role of one that responds to community expectations and desires by also providing clarity and protection to our built form.

"These reformed zones will enable the planning system to act as an economic lever and provide new ways for communities to achieve a balance between defined areas of future growth and neighbourhoods where character is important to protect.

"How we plan our state now will shape the way our cities, towns and rural areas will look in to the future.

"Contemporising our planning zones is an important step to getting balance back to our planning system and ensuring that our state can grow and prosper."
